Government to empanel consultants to conduct scheme evaluation surveys

The state government's directorate of economics and statistics (DES) is working on empanelling consultants or institutions for conducting evaluation survey studies for various schemes, programmes and projects in the state.

To sharpen the implementation of various welfare schemes and programs and plug leakages in the system which deprive beneficiaries of aid, the state government will strengthen its system to collect data from the grass-roots and conduct evaluation surveys and studies. The inferences drawn from these studies will help suggest changes to the schemes so that they fulfil their objectives.

The state government's directorate of economics and statistics (DES) is working on empanelling consultants or institutions for conducting evaluation survey studies for various schemes, programmes and projects in the state.

"This will help us understand if these schemes were being implemented properly or if they need to be modified and also if they were meeting their objectives... this would help us to check if beneficiaries were getting due benefits under these programmes and also identify if those who qualify for inclusion have been left out, and if yes, on what grounds," said a senior official from the department.

This would cover plan schemes like social sector programs for weaker sections of the society like tribals and scheduled castes and infrastructure projects.

The evaluation survey studies would also ascertain the utility and implementation of various projects, schemes and programmes of the state government and suggest changes to overcome any problems or lacunae.

"We would be able to make suggestions regarding the implementation and also check if beneficiaries have any complaints. It would also be seen if scheme outlays need to be increased or changed," the official added. The evaluation surveys would be based on field investigations and data collection by these institutions or consultants.

"Though we need to conduct studies for around 10-12 schemes, we lack manpower and hence, are forced to undertake evaluation for just around five to six schemes," the official said, adding that this outsourcing would help plug the gaps and strengthen the evaluation system.

"Earlier, we had a panel of a few enlisted agencies which were given work on these surveys. Now, the scope of subjects has increased and a bigger machinery for investigations, data collection, and schedule designing is needed," the official said, noting that the appointment of these institutions for surveys would help strengthen the system.

"This (appointment of consultants) would enable us to see if the scheme design is correct and if the purpose of the scheme is being served," the official added.
