Nanded, Kolhapur to get new TASI departments this year to reduce backlog and tackle fresh cases faster

In a bid to strengthen the law machinery's response to criminal cases of kidnapping, bribery and ransom calls, the state government has decided to introduce new Tape Authentication and Speaker Identification (TASI) units at forensic science laboratories. Officials from the Directorate of Forensic Science Laboratories (DFSL) said they planned to commission the new departments this year at Nanded and Kolhapur.

"We get around 2,000 cases for analysis in our TASI departments every year, most of them from the Anti-Corruption Bureau (ACB). We have TASI departments at Nagpur, Pune, Nashik, Amravati and Aurangabad and plan to start them in Nanded and Kolhapur," said an official from DFSL, explaining that this would help in reducing pendencies and help tackle fresh cases faster.

The DFSL also plans to launch cyber forensic divisions at Amravati, Aurangabad and Nashik considering the rising number of cyber, financial and intellectual property related crimes and frauds. The department has around 2,000 cyber forensic cases that are pending analysis, with reports pending for around seven to eight months due to the paucity of staff, according to the official.

DFSL is recruiting 108 officials and assistants for the cyber forensic division to tackle the backlog. Besides, the state government has also deployed 45 mobile forensic support units in each of the nine police commissionerates and 36 district police headquarters. The government has also approved five mini-labs with divisions for toxicology and biology at Thane, Solapur, Dhule, Chandrapur and Ratnagiri, the official said. The mini-labs will ensure that the police units can get samples tested before their quality is compromised and reduce pendencies. It plans to eventually run the FSLs 24X7 on lines of emergency services like hospitals, police and the fire brigade to eliminate pending cases and generate faster forensic evidence for law enforcement agencies.

USE OF TASI

  • To investigate cases of bribery, kidnapping, ransom calls, call girl rackets, obscene calls, bomb threats, terrorist calls, and false calls to emergency services like police and fire brigade
     
  • The units use spectrographic analysis of format and waveform patterns to identify the person by their speech
     
  • This auditory and acoustic analysis is used to determine whether the telephonic intercept, video or tape is authentic, edited or has been tampered with
