The Maharashtra State Road Development Corporation (MSRDC) has earmarked Rs 10,000 crore for payment towards acquisition of 10,000 hectares of land for the ambitious 700-km Mumbai-Nagpur Super Communication Expressway. The MSRDC formally started the payment process on Thursday with the signing of the transfer deed of 5.59 hectares of land by six farmers from Hingana near Nagpur. The state transport authority transferred a total of Rs 2.60 crore towards the land purchase in the bank accounts of the six farmers.

Radheshyam Mopalwar, Vice Chairman and Managing Director, MSRDC, told DNA, "The process of registration of self deeds for land transfer will be carried out on a daily basis in all 10 districts through which the express way passes. We intend to complete this exercise in two and half months across 392 villages." Mopalwar insists that individuals handing over their lands are not project-affected persons but beneficiaries of the expressway.

The MSRDC's move comes at a time when farmers from 20 villages in Nashik and Ahmednagar are protesting against the land acquisition and have threatened to step up agitation. The MSRDC has declared the land purchase price ranging between Rs 15 lakh and Rs 87 lakh per acre, and it varies from village to village.

The rates fixed are for basic jirayat (non-irrigated dry) land. The rate for seasonally irrigated land be will be 1.5 times more, and it will be twice the amount for perennially irrigated land. The value of trees, structures, wells and orchards on these lands will be paid over and above these rates.

Once complete, the MSRDC project will provide seamless connectivity across Nagpur, Wardha, Amravati, Washim, Buldhana, Aurangabad, Jalna, Ahmednagar, Nashik and Thane.

The Friday meeting between Chief Minister Devendra Fadnavis and the Nationalist Congress Party president Sharad Pawar on the expressway has been postponed owing to BJP's Presidential nominee Ram Nath Kovind upcoming visit. Pawar has clarified that his party was not against development but was of the view that destroying the future of farmers for a project will not be fair.
