Financial zone in BKC on mind, Maharashtra government asks AAI to allow taller buildings in sensitive area

With an International Financial Service Centre (IFSC) being planned in the tony Bandra-Kurla Complex area, the state government has asked the Airports Authority of India (AAI) to allow more height for buildings falling in the runway's funnel area. The matter is expected to be discussed during AAI chairman RK Srivastava's visit to the city next week.

A funnel area may be defined as the minimum area from the runway — at either end — within which restrictions are imposed on buildings or any other structure.

The project was first envisaged by the previous government. It requires construction of towers and other infrastructure in order to attract foreign and Indian companies to have offices there.

A similar concession in height of buildings has also been demanded for Dharavi for its redevelopment project.

However, AAI sources said its a difficult proposal to consider as height restrictions are governed as per the rules laid down by global regulator International Civil Aviation Organization. "The matter is likely to be taken up during the chairman's visit to the city," said an AAI insider.

Permission from AAI is necessary for any construction to come up around the airport. As per the rule, the permissible height of a building depends upon its relative distance from the funnel area of the runway of the airport. That means nearer the proposed structure is to the funnel area, lower will be the height it will be allowed to have.

The height of a building is calculated by feeding details of the area, mean sea level, etc, into a formula-driven software, which then reflects the permissible height for a proposed structure.

The Mumbai International Airport Limited had a few months back filed a petition in the Bombay high court, claiming that many tall buildings have illegally come up around the airport, posing a threat to flight movement at the country's busiest airport. Also, a court case and CBI investigation was initiated regarding allegations that height restrictions around the nearby Juhu airport were eased by the AAI to favour the builder lobby as the land rates in the area are a premium.
