In the backdrop of the simmering uneasiness between the BJP and Shiv Sena, the former may take advantage of the draft development plan (DP) – 2034 for city to corner its ruling partner ahead of the civic body polls, which are scheduled for early 2017.

Chief Minister Devendra Fadnavis, sources said, may announce setting up of an inquiry commission to probe allegations of irregularities in drawing up the master plan for Mumbai as well as alleged shortcomings in the document.

DP-34 has been prepared by the BMC, which is controlled by the Sena and BJP. Apparently, the BJP is keen on going solo during the 2017 BMC polls.

The Opposition and BJP members have criticised the civic body, claiming that the DP-34 is illogical and riddled with errors. Earlier, MLA Ashish Shelar, who is also the city BJP chief, had demanded an inquiry by a retired IAS officer, on the floor of the legislature.

"The contract to prepare DP-34 was awarded to Group SCE India, but it has been prepared by Egis Geoplan as per the company's website. Either there is a major flaw or something is suspicious. This must be investigated," demanded Shelar.

Taking advantage of widespread criticism of the master plan – the BMC spent Rs5 crore in preparing it, the Opposition has demanded that it be scrapped and a fresh one be drawn up.

A political observer said the CM may announce the probe in the assembly. "It will keep the Sena in check ahead of the BMC elections. All this will be a part of its Shat Prati Shat BJP (100 per cent BJP) plan. Even for Aurangabad and Navi Mumbai civic elections, it has started inviting forms for all seats."

The observer said the BJP has not fielded any candidate for the Bandra East bypoll on the ground that it would support Sena. "However, the BJP cadres are not aggressively rallying behind the Sena candidate." Sources said they may actually be helping Congress candidate Narayan Rane.
