Extra FSI, TDR for redeveloping buildings in airport funnel zone

About 3.5 lakh tenants housed in 6,000 buildings in Vile Parle, Santacruz, Kurla and Ghatkopar and the Central Ordnance Depot in Kandivali will be able to reap the rewards of redevelopment, with the city administration proposing to grant them additional floor space index (FSI) and transfer of development rights (TDR).

The suburbs fall into Mumbai international airport's funnel zone, which is a strategic hypothetical cone extending outwards and upwards from the two shorter ends of the rectangular runway, and is regulated by the Ministry of Defence.

The announcement was made in the state assembly by Chief Minister Devendra Fadnavis, who said a special provision proposed in the city's development plan 2034 will open up the way for such redevelopment.

It has been learnt that the Brihanmumbai Municipal Corporation (BMC) may provide FSI ranging between 4 and 6 from the current 1 and TDR to these buildings, which will make their redevelopment a viable proposition. The BMC may charge a premium for such buildings on a par with structures raised under the slum rehabilitation scheme and rundown buildings in the island city that are redeveloped.

A BMC officer looped up with the drafting of DP 2034 told DNA, "Redevelopment has been stagnant in these areas as FSI available for plots in the funnel zone is not being used. The only way to help out the residents is allowing these buildings their entitled FSI in the form of TDR. This will allow them to compensate for the built-up area that they are losing on the site."

Parag Alavani, BJP legislator from Vile Parle, who has been pursuing the matter with the government, said the announcement will make the buildings, which are about half a century old and in dire need of repairs, attractive to builders. "This will be beneficial to buildings in the funnel area and the tenements affected due to height restrictions imposed by the Ministry of Defence," he said.

Leading architect Nikhil Dixit said the tenants will benefit the most as they will get new and larger accommodations at zero cost.
