Ensure Slum Rehabilitation Authority officials mention name, designation in file notings

The State Information Commission (SIC) in an order has directed the Slum Rehabilitation Authority (SRA) to ensure that all officials mention their name and designation on file notings along with their signature. File notings often give the stand taken by officials. The direction came after an applicant was not provided with information when documents were provided to him.

The order was given by Ajit Kumar Jain, state chief information commissioner (in charge) in an application made by Santoshkumar Pandey, a Lalbaug resident. Pandey, in his application, had sought details of slum rehab projects at three places in Goregaon (east).

He had sought details of slum dwellers who were declared ineligible/ eligible, documents submitted to prove eligibility, appeals made for the same, and documents provided to support it.

During the hearing, the applicant informed the commission that despite first appeal order, no information was provided to him. Of the information provided to the applicant, the commission was informed that the documents provided only had signature and notings of the erstwhile officers and not their names and the designation. The tehsildar and the naib tehsildar had only mentioned the notings and signed them, but not mentioned their name and designation.

"I had filed a complaint in EOW because I got to know of a fraud of over Rs 200 crores. There used to be a provision where they could consider a person to be eligible who was declared as not eligible for a project based on proofs that he existed before 1995. Such reports have notings by several officers. I wanted details of their notings.They did not provide me names and designation saying they were not mentioned. The commission took stern view of this," said Pandey who said he took up the issue in public interest.

The commission then directed the chief executive office (CEO) of SRA to come out with a circular which stated which makes it mandatory for officers to mention their names and designation along with their signatures in file notings.
