Enforcement Directorate attaches 33 flats in Bandra worth Rs 462 cr in SRA fraud

The Enforcement Directorate (ED) on Friday attached properties worth Rs 462 crore in the form of 33 flats of Pyramid Developers in Bandra West in connection with a case of Slum Rehabilitation Authority (SRA) scheme fraud registered against former MLA and Congress leader Baba Siddique and others.

The ED had registered a case of money laundering in March last year against Siddique, Pyramid Developers and others. According to ED officials, fake papers for availing extra Floor Space Index (FSI) were allegedly used in the SRA scheme by the accused. The FIR alleged that the suspects cheated the government by preparing bogus ration cards, photo passes, shops and establishment licenses and submitted the same to the SRA to get the redevelopment approval for Jamat-e-Jamhooria CHS Limited in Bandra West. Pyramid Developers and Neomodern Architects were appointed for the redevelopment who undertake the work by submitting the proposal to SRA.

The central agency probe revealed that a number of violations were committed in the construction of the building by allowing exemptions which were not available to the said project by virtue of it being in the CRZ-II (coastal regulation zone) and in effect consuming FSI in excess of permissible limit, which is 1.5 in aggregate, ED official claimed.

"The FSI increased from 1.5 to 1.875 was only for in situ rehabilitation of slum dwellers and not applicable on developer sale component. This is a first attachment in the case," said an ED official.

The state police had registered an FIR in the case in 2014 on directions of a local court to probe financial irregularities in this slum rehabilitation project in which Siddique is alleged to have been involved.

Siddique was chairman of the Mumbai board of the Maharashtra Housing and Area Development Authority (MHADA) between 2000-2004. The MHADA was the land owning authority in this case.

In 2012, a complainant had approached a local court stating that the flats allotted in the residential buildings constructed after demolishing a slum in suburban Bandra were granted on the basis of alleged fake documents.
