Dropout rates in BMC schools alarming

Only 63.6% students who enrolled in class 1 in 2009-10 are likely to make it to class 7 in 2015-16, says a Praja report released on Tuesday. According to the report, in 2009, 67,477 students enrolled in class 1, and the number of students in class 5 now is 53,056. And by the time they reach (hypothetically) class 7 in 2015-16 (going by the drop out rate), the number could be 42,901.

And in 2016-17, going by the trend, only 23,072 may seek admission in class 1, claims Praja. In the last five years, enrollment in class 1 has gone down by 41%. If 100 students took admission in class I in 2009-10, only 59 got enrolled in class 1 in 2013-14.

As per the report, the lowest enrollment was in BMC schools in C-ward: 860 students took admission in 2009-10, and in 2013-14 only 547 got enrolled (-36%).

The second lowest figure is in BMC schools in R/C-ward. Here in 2009-10, 14,928 took admission, and in 2013-14 the figure came down to 10,047.

BMC schools that have maintained their admission rate are in L-ward and M/E-ward. In L-ward, in 2009-10, 34,737 students took admission, and in 2013-14, 35,345 got enrolled, a 2% increase. In M/E-ward in 2009-10, there were 49,595 admissions, and in 2013-14, the number was 53,394, an 8% increase.

The total number of admissions in 2009-10 in BMC schools was 4,55,900. In 2013-14, the number came down to 4,04,251; a drop by 11%.

Rahul Suvarna, an activists working with BMC schools, said: "If any particular ward shows high number of enrollment, that is due to children being rehabilitated from one place to another. BMC should open more schools in places where there is more migration."

Jayant Jain, president, Forum for Fairness in Education, said: "These days even people in economically weaker sections, prefer sending their children to English medium schools. Though the government has been allocating huge amounts for children studying in MCGM schools, if these schools have to attract students, the quality of education in them has to improve."
Milind Mhaske, project director, Praja Foundation, said: "The enrollment rate in BMC schools, even if they are English medium, is coming down because the quality of education is poor."
