DNA RAIN CHECK: Despite govt intention, tenants await right to redevelop

A proposal to redevelop dilapidated buildings by tenants themselves has been considered by the state government for long. In the past four years, this has been talked about, but nothing concrete has taken place.

Urban planner as well as activist believe that the right to redevelop these buildings must be given to tenants also. It has been observed that owners do not prefer to go for redevelopment due to their vested interest.

Chandrasekhar Prabhu, a city-based urban planner, said for the past four years, the state government has been mulling over letting tenants acquire the rights to redevelop dilapidated buildings if owners are not interested. "While no major development in this direction has taken place, the tenants continue to suffer," he said.

Prabhu said that once the dilapidated buildings fall, the rights of tenancy end. "The owners do not want to go for redevelopment and keep waiting for them to come down, so that they regain complete ownership of these properties," he added.

Another tactic of delaying redevelopment is demanding huge amount for redevelopment.

Alim Khan, a social activist and founder member of Kurla Jan Vikas Mandal, said that owners have been demanding a huge amount from developers for redevelopment. "There is no proper road in many parts of Kurla, where these buildings stand and even the size of the buildings are very small, not making it feasible to revamp them. Yet, owners demand huge amount for redeveloping them," he said.

He added that over the years, vertical constructions have been carried out on these buildings without seeking permission, just to get additional tenants. "The developers, thus, find it difficult to provide accommodation to all the tenants; rampant illegal constructions made redevelopment almost impossible," said Khan.
