The upcoming elections are going to be more “minority centric”.

The minority affairs department at the Centre has formed a committee, which will review the implementation of the Sachar committee report across India. The committee will study the implementation of the report in every state and submit the report within six months.

The Justice Rajinder Sachar Committee report about the status of Muslims in India, released in 2006, pointed out the relative deprivation of the community. It said that Muslims constitute 14% of India’s population (nearly 14 crore according to the 2001 Census) but only one out of 25 university student is Muslim and their share in bureaucracy is just 2.5%. The report has initiated a serious debate regarding the welfare of Muslims for the first time.

The committee has asked the government to ensure equity and equality for Muslims, mainstreaming them by giving job opportunities, opening schools and colleges in Muslim dominated areas, recognition of madrasa degree and elimination of discrimination.

The nine-member review committee would be headed by JNU professor Amitabh Kundu. Kundu is the professor of economics at the centre for study of regional development and dean of the school of social sciences at JNU. Kundu confirmed his selection as chairman but declined to comment further.

The committee will use the latest NSSO (National Sample Survey Organisation) 68th round data (2011-12) for its work. The first meeting is scheduled on August 27.

“While many states claim to do a lot for minorities group, no one actually knows if the benefits are actually reaching the community. The critical examination of the state-wise implementation of the Sachar Committee report is very important,” said professor Abdul Shaban of the Tata Institute of Social Sciences in Mumbai, who too is part of the committee.

The report of this committee may have serious implications in the elections. The timing of the submission of the report, which is February 2014, is also believed to be crucial.
