The state government has decided to increase the floor space index (FSI) in Mumbai city in the proposed development (DP) plan. This means that new buildings can be built taller. The usage of the additional FSI, though, will be linked to the characteristic of the particular locality.

"The usage of the additional FSI will be affected by the width of the roads, existing infrastructure and demand of that particular locality. We want more houses to be constructed so that each one should get roof over his or her head. This proposed DP plan will be for the next 30 years. We are in process of making the DP plan for Mumbai city," said a civic official, adding that the civic body will shortly submit the proposal to the state government.
Presently, developers can use 1.33 FSI between Colaba to Mahim, and one FSI in the suburbs.

A Mantralaya official pointed out that the new development plan is similar to one instituted in 1976. At that time, too, FSI varied according to location in the city. But the state government had to scrap the plan because it would lead to more congestion and put additional burden on the state infrastructure. Now that plan is being used again.

Property experts said that the state government should not make this issue more complex by making it necessary to consider the characteristic of the particular locality. In such a case, linking the use of the FSI with the ready reckoner (RR) rate will increase the cost of the projects manifold.

Atul Nemade, another property expert, said that at most of the locations, the RR rate is more than the market rate. "Government is here to cut down the housing prices not to increase them. If it happens then they have to face the public anger in the upcoming elections if the redevelopment projects get stuck," Nemade said.

However, civic officials defended the move saying that the FSI has to depend upon the nature of the locality. "If there is flying zone where we cannot give more FSI that will bring hurdle in the flying zone. We are doing scientific study before announcing the details of the proposal," a civic official explained on the condition of anonymity.
