DNA EXCLUSIVE: Notification issued by Maharashtra government to speed up road repairs

The civic bodies have been asked to fill up potholes and complete related works including laying utilities in time and in close coordination with authorities concerned, to avoid being slapped with contempt of court.

The state government issued a nine-page notification to 26 municipal corporations and 300-plus nagar panchayats and municipal councils asking them to take the necessary steps to repair roads, as repeatedly directed by the Bombay High Court, in its order delivered in February and April this year.

The civic bodies have been asked to fill up potholes and complete related works including laying utilities in time and in close coordination with authorities concerned, to avoid being slapped with contempt of court.

The HC had ordered for pothole repairs in its orders in February and April this year. 

The state’s notification was triggered by fatal accidents caused due to bad roads in various cities and towns, and pressure from political parties and groups demanding smooth roads before Ganesh festival in September.

Apart from civic bodies, the High Court also asked state and central undertakings including the Mumbai Metropolitan Region Development Authority, City and Industrial Development Corporation, Maharashtra State Road Development Corporation and Mumbai Port Trust to properly maintain roads, walkways and footpaths in their jurisdictions.

The High Court, acting on a suo moto petition filed in 2013 over poor quality of roads in the state, had directed that the work of filling up potholes be carried out methodically, as an ongoing project. 

It had also said that civic bodies will have to display the necessary work details and deadlines for completion while issuing work orders.

An officer from the state urban development department told DNA, “As per the high court order, the civic bodies and various undertakings have been asked to put in place Grievance Redress Mechanism to enable the citizens to file complaints about the poor conditions of roads.”
