Maharashtra government has decided to allot the floor space index (FSI) of 3 to the redevelopment of Mhada buildings and its transit camp for if the area is less than 2,000 Sq metres, while 4 FSI if the area is more than 4,000 sq metres.

Stating it to be a step in simplifying the FSI allotment policy, the state minister for housing, Ravindra Waikar, said, "We have prepared the development control 2034 policy, that will soon be put up for the cabinet approval. We have decided the redevelopment areas to be into two parts. The redevelopment that is limited to 2,000 sq meters and 4,000 sq meters will get FSI of 3 and 4 respectively."

Waikar stated that while in 4 FSI, 1 FSI has to used to construct affordable houses to be handed over to Mhada, in 3 FSI allotment, the developer has to share the housing stock with Mhada. "In the redevelopment of Mhada buildings, the developers or promoters will have to open an escrow account. That escrow account money will specifically be used for the redevelopment of the particular and proposed area only. The earlier submitted proposal if met the proposed development control rules criteria, then they can resubmit their proposals as per the new guidelines," added Waikar.

As per the proposed Mhada colony redevelopment policy, the existing and legal occupants of these area will get 35 sq m carpet area in redevelopment, that will be excluding the fungible area. "While in 33(5) Mhada buildings development, in 3 FSI, the existing occupants will minimum get 35 sq m area and maximum 80 sq m area or 35% additional than the existing area," stated on the proposed draft.

dna has the copy of this prolapsed DCR. Waikar said that by approving this proposed redevelopment policy, mhada will get ample numbers of housing stock that will be sold through mhada lottery. "Our government's focus is on the affordable houses. Most of the city redevelopment projects were stuck due to the complicated policy. But, our proposed policy is development friendly and will create huge buffer housing stocks. Once this policy is approved, the promoters can submit the proposals under this scheme," added Waikar.

Anand Gupta, ex-president of the Builders Association of India welcomed the state government's move. "The state government is taking some really good decisions, but when it comes for execution, they always falter. The implementation of such proposals is the major issue. There should be time bound approval procedure, in which, if the officials fails to pass the proposal, s/he should be punished. This is the only way to bring discipline in officers and to ensure better results," said Gupta.
