In a serious bid to improve Mumbai's ranking in the Ease of Doing Business ranking released by the World Bank, the Maharashtra government has proposed to strengthen the operation of the e-search portal so that property holders can easily check previous records. Besides, the government has proposed to upgrade the grievance redressal system through a dedicated call centre and reduce the time currently taken for mutation of the title of the property.

The government's decision comes after Mumbai scored (43.69) compared to Delhi (43.43) in the time, cost and procedure adopted in the registration of property.

The government released its action plan to improve the city's score at a meeting, on Monday, with a visiting World Bank representative Rita Ramal. The state government was represented by the Settlement Commissioner S Chockalingam and the Inspector General of Registration and Stamps Anil Kawade. The government's move is significant as Mumbai's annual collection through stamp and registration charges is worth Rs 10,000 crore.

As per the government records, nearly 85 days are needed to register property by following nine procedures. The cost involved in the registration is 7.5 per cent value of the property.

The government has clarified to the World Bank that the property purchaser was not required to provide the certificate of the Tax Deductible at Source certificate to the Sub-registrar office in order to proceed with the registration of the property transfer.

A senior bureaucrat told DNA, "Past records of properties are available on the E-Search portal, which does not need human interface and seven days. Instead, it is available any time and that's what the government has explained to the World Bank. Besides, the department of stamps and registration has four dedicated call centres where 300 to 400 calls are received daily."

Further, the officer said that Mumbai's score will improve as the department has provided a dedicated e-mail id for grievance redressal. In addition to this, the complaint can be registered on Aaple Sarkar portal and under the Right to Services Act it is mandatory to redress problems in a time-bound manner.

Currently, the time to process the application for mutation of the title of the property by the Land and Survey office has been cut down from the previous 30 days. However, the time taken to change the name by the BMC is still 30 days.

The Builders Association of India's infrastructure committee chairman Anand Gupta pointed out that despite the time declared by the department of stamps and registration, property registration takes longer time which needs to be brought down. In some of the cases, the department has lost documents after impounding, which makes the purchaser and buyer to run from pillar to post to get fresh documents.
