Digital evaluation: Gaps exposed

State IT dept’s report, which highlights lapses in tendering process, could be last nail in VC’s exit

In a development that might be the last nail sealing the exit of Mumbai University Vice Chancellor Dr Sanjay Deshmukh, a report submitted by the state government’s Department of Information and Technology has pointed out several lapses in the tendering process for the Onscreen Marking (OSM) system. The report submitted recently to the office of the Governor points out that the university, under the VC, did not follow due procedure for a transition of this magnitude, which led to a series of glitches and delays.  

The office of the governor had ordered an audit of the process after the University had failed to declare all its results before the July 31 deadline. Following this, officials from the government’s IT department including the IT Director M Sankaranarayanan and a few other officials had visited the Kalina campus of the University in the last week of July for a review of the OSM process.

A detailed report regarding this was recently submitted to the governor.

The report points out that the university did not consult the IT department in the whole tendering process, thus bypassing several standard procedures.

“Some officials of the department had visited the campus in the last week of July. A detailed report about the findings has been submitted to the government. The findings reveal that the university lacked background work before undertaking the task of this magnitude,” said a government source.   

As per the source, “The report points out concerns over the involvement of three unconnected agencies — the university’s examination department; MeritTrack, the agency which was given the tender; and a private agency that was assigned the job of scanning without integrating the three, which might have led to glitches like mixing of papers.”

DNA had earlier reported about the university not signing a Memorandum of Understanding (MoU) with MeritTrack. With this report, the road ahead for Deshmukh seems tougher.
