Housing experts say that the main requirement to redevelop Dharavi is political will. However, residents say that they will come to terms with talks only when the work starts for real; until then they wouldn't like to comment on redevelopment. Residents are skeptical since tenders have been floated right before the elections.

Dharavi, one of the biggest slum pockets in the continent, has been eyeing redevelopment for almost one and half decades now. However, repeated attempts by various governments has failed to get a bidder for the purpose. However, this time a lot of things have changed. The government has itself become an active partner in redevelopment and is also putting in funds. The government will have 20 per cent share in the Special Purpose Vehicle (SPV).

Sanjay Shinde, of Dharavi Nagrik Manch, and a local of Dharavi, says that until work starts, they are not going to make any comments on it. "Even earlier there was a tender that was floated by the government, but then no one came ahead for it. Ask any person who rarely who rarely steps out of his or her home in Dharavi, he or she will say the same. Let the work begin and only then will we say anything about the issue."

Housing expert, Dr Sanjay Chaturvedi says, "I think Dharavi needs a political will to be redeveloped. We have resources, policies and people but we are lacking in implementation. The global tender floated on Friday is a welcome step."

Meanwhile, local BJP leader, and city's BJP secretary Divya Dholay says that this time things are working differently and bidders will come forward.
