Dharavi redevelopment: None turns up to bid, deadline extended to May 5

Last month, as many as 16 private developers showed keen interest in taking up the multi-crore Dharavi Redevelopment Project (DRP). On the day of submitting the bids, however, none of the 16 parties came forward with their quotations. As a result, the submission date has now been extended to May 5.

Sources indicated that they expected a similar no-show even after a fortnight. "These are global bids, so there should be over three bidders. Otherwise, we will have to go for re-tendering," said an official. During a pre-bid meeting in March, a total of 16 bidders had met to clarify their doubts. By Wednesday, several private developers had requested the authority to extend the deadline. This wasn't the first extension given to the developers. The first bid submission deadline was April 7.

Some home owners, who do not fall under the slum category, will have their dwelling space shrink. As per the plans under the DRP, four out of the five sectors will be developed, including Sector 1.

In January, the Dharavi Redevelopment Project Authority, the nodal agency for the project, had floated global tenders to develop 75% of the 240-hectare slum space on public private partnership (PPP) basis.

A bidder will get one sector each, while Sector 5 is being looked at by the Maharashtra Housing Area and Development Authority (MHADA). The entire project is estimated to cost between Rs5,000-7,000 crore for each of the sectors. The project has been on papers for over 12 years now, witnessing several flip-flops and false starts.

Interested developers

The 16 developers who had participated in the pre-bid meeting were Agafiya Trading, Pricewaterhousecoopers, Bayvilla Properties, Larsen & Toubro, Omkar, Alvino Realtors, Oberoi Construction, BG Shirke Construction Technology, Incline Realty, Kalpataru, Kay Bee Developers, Oberoi Realty, Tata Realty and Infrastructure, Nina Waterproofing Systems, Era Realtors and Neptune Developers.
