Corporators say incompetency hindering civic work progress

A majority 63 per cent of Mumbai corporators say that the Rs1 crore development fund allocated to each councillor is insufficient to undertake major work in their constituencies. More than half also think that the newly-introduced e-tendering has not helped.

These are a couple of the highlights of a survey that was conducted by Avkash Jadhav, a Shiv Sena councillor, to understand the problems councillors face and work out solutions.

The money is not the only problem councillors face. A sizeable 38 per cent said they found it difficult to get work done due to hindrances in their respective wards. Most of them pointed to incompetency in various departments and proposed that the non-performers should be penalized.

However, 64 per cent backed the additional municipal commissioners and the municipal commissioner, saying these top officials were approachable and only a negligible four per cent felt otherwise. Still, many believed that the civic chief was hampered by pressure from the state government.

Asked to name the departments they had difficulty with, 17 per cent listed the building proposals department as the most difficult to
approach, 13 per cent named the water department, and even the maintenance, solid waste management and road departments.

They were near unanimous that the civic body would function better if councillors were empowered and encouraged to be proactive in various matters. Similarly, they felt that frequent visits by the civic chief to the wards would help.

Asked for ideas to improve the system, 17 per cent of them felt the e-tendering system should be scrapped immediately. A larger 27 per cent believed that the quality of work must improve, while 10 per cent felt corruption was a matter that had to be eradicated,
