Come up with plan for ideal prison in state: Bombay High Court to state government

A division bench of Justice Abhay Oka and Justice Amjad Sayed asked the government to present a plan for an ideal prison by January, 2017.

The Bombay High Court has asked the state government to provide a master plan of an ideal prison which could be set up in Maharashtra to ease the problem of overcrowding in the prisons.

A division bench of Justice Abhay Oka and Justice Amjad Sayed asked the government to present a plan for an ideal prison by January, 2017. The bench said, "Just like Taloja central prison was constructed to ease the crowd in Arthur road prison, similarly the government should have a plan for an ideal prison, which would have facilities, kitchen facilities, proper accommodation and infrastructure."

Advocate FR Sheikh appearing for the state said, "We have been told to respond to the query of the court in regard to infrastructure, staff, other administrations work."
The direction was given during the hearing of a petition filed by one Shaikh Ibrahim Abdul, who is currently lodged in the Yerwada prison.

Advocate Uday Warunjikar, appearing for the prisoner, raised the issue of lack of interview facilities in the Yerwada prison and raised the issue of poor living conditions in the jail. The government had on an earlier hearing informed the court that the food quality in the jail was satisfactory but there was space constraint.

However, as per statistics provided to the court, Arthur Road prison has a sanctioned space for 804 prisoners but is overcrowded with 3,000 prisoners, out of which some are convicts. Yerwada jail has a capacity to house 2,323 prisoners but is currently overcrowded with over 6,000 inmates (convicts and under-trials).

There are over 125 women inmates with 16 children in the prison. There are 529 toilets in the men's barracks with no bathrooms. In the women's cell, there are only 19 toilets and two bathrooms.
