In order to supervise its ambitious project of Coastal Road, the Brihanmumbai Municipal Corporation (BMC) is in the last stage of appointment of the Project Management Consultancy (PMC). The technicians of the PMC will not only supervise the work but also ensure timely completion of the project. The BMC will pay the PMC a lumsum amount which is estimated to be more than Rs 100 crore for which seven international consultancies have expressed their interest. The PMC officials are likely to be appointed within the next 30 to 45 days, according to a civic officer.

The cost of the 29.2km road project from Marine Lines-Kandivali is estimated at Rs 15,000 crores.

However, the BMC has missed the October 31 deadline to appoint the PMC, which was announced by Chief Minister Devendra Fadnavis. Officials state that the Coastal Road department received a high number of queries from the 13 companies which have qualified to submit their bids for Phase 1 — Coastal Road-Princess street to Worli Seaface — a 9.98 km stretch at estimated cost Rs 5,303 crores.

“Initially we received 774 queries, but by October end we received double the number of queries. Due to the high number of queries submitted by the bidders, we need time to answer them, and we are forced to extend the deadline to submit tenders, which will now be mid-December,” an officer said. However, the BMC plans to appoint the contractors in this financial year itself and begin the groundwork by April 2018.

Additional Municipal Commissioner, Dr Sanjay Mukherjee said, “We are following the international standards to appoint the general consultant and the PMC to supervise the over project. This is a big project and the PMC for all three packages will provide technicians which are required to take several decisions regarding designs, look after technicalities of the project execution, quality work and completion of the project on time among others”.

PHASE PLAN

  • Phase 1 of the Coastal Road plan is divided into three sections. Package-1: A 3.7-km stretch from Priyadarshani Park to Baroda Palace at a cost of Rs 2,719.75 crore

  • Package 2: A 2.7-km stretch from Baroda Palace to Worli sea face at a cost of Rs 1,348.39 crore

  • Package 3: A stretch of 3.6 km from Princess Street to Priyadarshani Park at a cost of Rs 1,235.30 crore.
