With elections looming large, CM Prithviraj Chavan is said to have directed the chief secretary to form a proposal for a formal mechanism with regard to providing special consideration to minorities while carrying out recruitment in government and semi-government jobs.

The issue was raised by minority affairs minister Arif Naseem Khan in the cabinet meeting on Wednesday, who pointed out that the Sachar Committee, which looked into the condition of Muslims in India, had observed that the percentage of minorities in government and semi-government services was very low.

Based on these recommendations, the PM’s 15-point programme for minorities had sought special consideration for minorities while carrying out recruitment. A committee headed by the chief secretary presently monitors the implementation of the programme.

However, Khan pointed out that the state, which is keen on implementing the programme on a priority basis, had not done much to ensure adequate representation of the minority community in government jobs.

Khan is said to have sought a mechanism for giving special consideration to minorities in the recruitment carried out the Maharashtra Public Service Commission (MPSC) and other state agencies. He was supported by other cabinet ministers.

Sources said Chavan took the issues raised by Khan seriously and directed the chief secretary to put forward a formal proposal to the cabinet for such a mechanism.

“The special consideration can be something like allowing them to appear for the recruitment exam in Urdu or granting them 10 extra marks. There are many ways to show special consideration and ensure that adequate number of minority candidates are recruited without even providing for reservation,” said an official of the minority affairs department.

Earlier, reports had pointed to the dismal implementation of the programme for the welfare of minorities in state.
