CM Devendra Fadnavis bats for uniform DCR, planned development

The state government has decided to formulate uniform development control rules (DCR) which will be applicable to the entire Mumbai city. Also, the proposed development plan (DP) 2034 will be approved by the end of this year by the government, said chief minister Devendra Fadnavis on Wednesday.

Are development control rules in force?
Presently, there are two development control rules — DCR 1967 and DCR 1991. These are used as per the locations and reservations of the place. "We have asked to bring uniformity in DCRs. We will also consult with the central environment and forest department and their suggestions will be incorporated. This will go to each concerned department so that there will not be any lacunae or grey area. The uniform DCR will help speedy and seamless development of the city," said Fadnavis.

Will BMC invite suggestions and objections?
The Brihanmumbai Municipal Corporation (BMC) will invite suggestions and objections for this purpose and then submit them to the government. "It is just a primary development plan. It will go through several stages and changes as well. We want to make one of the best DP plans. We will try to approve it by end of this year," Fadnavis added.

What about Aarey Colony development?
Commenting on the Aarey Colony development, the chief minister said that they will protect the green lungs in the city. "We will study the Aarey Colony development project. We cannot approve the proposals and projects in a sweeping way without studying and assessing its impact on ecology. The environment impact has to be studied. If it is not affecting Aarey as a green precinct, then we may think positively. But we will not allow any development in at the cost of environment," said Fadnavis adding that the government is not considering changing the location of metro depot from Aarey Colony.

Sena, BJP's differences
Interestingly, Shiv Sena is pushing for the Aarey Colony development where they are planning to have a zoo and amusement parks. Besides, they are proposing hotels and other entertainment activities too. However, BJP is against this plan and is saying that the green lungs of the city should not be reduced for the blatant development.
Senior civic officials have said that the proposed DP is quite confusing and complex. "If we, as civic engineers, are taking a lot of time to understand it, then how will the common man understand it," one of them asked.
