A civic official in building proposal department of western suburbs II (one of the four building proposal depts in Mumbai) has dragged the Brihanmumbai Municipal Corporation to the court over 'wrong transfer'.

The official, a sub-engineer, was recently transferred to F-North ward, as part of a series of sudden transfers within civic administration. Sources say the transfers are part of action being taken by BMC commissioner Sitaram Kunte to curb corruption in the civic body.

BMC is currently observing vigilance awareness week (Oct 27 to Nov 1).

The official filed the case in the Bombay high court on Wednesday, and in the first hearing on Friday, the court gave BMC two weeks to file a reply on the matter.

According to the official, since he had completed only one-and-a-half year in the department, he was not due for transfer. He said there were several people who were due for transfer.

"We have to complete at least three years in a position before being transferred. Moreover, I would have had to pass an exam before being appointed in this position. Not only was I transferred suddenly and without assigning any reason, I have not even been given a department in F-North ward. A new person was appointed immediately in my position, and he assumed office even before the exam results were out," the official said.

He said the civic body's action had defamed him. "With a lot of reshuffling going on within the BMC of late, my transfer before completion of term has given many the impression that I am corrupt. This has caused immense damage to my reputation and morale, more so because I have worked hard during my tenure here."

The official has been trying to get in touch with Kunte for a week, but hasn't succeeded. "Even though he is the final authority in sanctioning transfers, this must be a mistake committed by the personnel department," he said.
Kiran Achrekar, deputy municipal commissioner, general administration department, said: "The matter is not with me but with city engineer."

dna tried contacting city engineer Prakash Kadam, for his comments, but he was not available.
