Civic body to study feasibility of cluster development in suburbs

The BMC has decided to appoint the National Environment Engineering Research Institute (NEERI) for the impact assessment study at a cost of Rs35 lakh. The NEERI is expected to prepare the report within three months.

The Brihanmumbai Municipal Corporation will undertake an 'impact assessment study' to evaluate the fallout or additional burden caused when Development Control Regulation 33 (9) will be implemented in the suburbs. DCR 33 (9) allows buildings on small plots sans scope of redevelopment to go under the same through cluster development by bringing several small plots together.

The BMC has decided to appoint the National Environment Engineering Research Institute (NEERI) for the impact assessment study at a cost of Rs35 lakh. The NEERI is expected to prepare the report within three months.

Presently, DCR 33 (9) is used in the island city, but it has been a total failure there. The BMC is undertaking the study after the high court directed it to assess the impact of such schemes, if implemented in the suburbs, on existing basic and civic amenities like roads, water supply, power, and solid waste management. Apart from these amenities, the study will include the impact on rise in population and, subsequently, on educational facilities, health-care system, environment, climate change and other such amenities or facilities.

BMC's move comes in the wake of the state government declaring its commitment to increasing the number of housing units in the city and suburbs. This will help the old and dilapidated buildings in the suburbs, which otherwise have no scope of redevelopment due to the small plot they are on. Such buildings, if they come forward together, will get additional incentives under the urban renewal scheme.
