Challenges abound for BMC to implement Development Plan for Mumbai

Planners lambast the plan for being too builder centric

The Brihanmumbai Municipal Corporation (BMC) is the implementing agency for the implementation Development Plan (DP) 2034 for Mumbai. Although the DP was approved by state government on Tuesday, the implementation can start only after minimum one and half month. The Municipal Commissioner, Ajoy Mehta informed that the government notification for the new DP will be signed in the next 15 days and one month after the notification the civic body can start the implementation of the DP.

The civic officials hinted that BMC would prioritize acquisition of land to provide more and more open spaces and public amenities. BMC expects that the accommodation reservation policy in the new DP wherein builders will get additional construction rights as incentive will pave way to increase space for public amenities.

The government has claimed that under the new Development Regulation and Promotion Rules for the DP 2034, 8 million new jobs will be created by 2034 and 1 million affordable housing by 2022. The BMC chief informed that 330 hectares of salt pans and 21 hectares of special development zone land will be used for construction purpose to facilitate the same.

However, town planners have lashed the new provisions as providing more benefits to builders than to poor.

Town planner and housing activist Chandrashekhar Prabhu said, "It will be foolish to believe that Mumbai will get 10 lakh jobs through commercial development. It will just benefit the builders. Does the BMC have the required area and infrastructure in place to commercially develop in the next four years?"

"By allowing construction on salt pans the government has killed the last green lungs of the city. The cancellation of non-development zone and introduction of special development zone for affordable housing is a ploy. Since 1991 DP, there are 200 changes in the development control regulations in the name of affordable housing but they have never come up. Considering the past experience, the promises in the DP 2034 are all big talks", Prabhu added.

However, BMC administration is bullish this time about converting the provisions of the development plan into reality. BMC and private builders coming on the same platform for city's development the commissioner feels will increase the percentage of the DP implementation. The last DP of Mumbai released in 1991 has been applied merely 20 percent, Mehta told.
