In a bid to bring in more transparency in the process of availing concession in the board examination for students with learning disability (LD), the Central Board of Secondary Education (CBSE) has instructed all the schools to start asking for RCI registered special educators, counsellors and psychologists signatures on the report of such kids.

Prior to this, the children with special needs use to submit the certificates of learning disability, autism, spastic, among others report provided by any central government hospital. However, this rule remains for Maharahstra State Board schools.

Talking about the move, Raj Aloni, principal of Ramsheth Thakur Public School, Kharghar, said: "We sent a certificate of of one of our students approved by a government hospital to the CBSE board to help him get concession in examination. But the certificate was sent back to us with a letter stating that we need to submit a certificate with attestation of RCI counsellor. It was new to us that the certificates of children with special needs should be signed by RCI registered counsellors."

When contacted expert from Sion hospital, professor Dr Mona Gajre, Pediatrics, said: "The CBSE board started asking RCI number of special educator, counsellor and psychologist with the validity letter along with the certificates of children with special needs from mid last year."

While the CBSE board have started asking the LD certificates to be attested by RCI signatories, experts feel it will be tough for students as their number is quite scarce in the state. Also, not many CBSE schools are aware of the new RCI attestation rule.

Another expert, Dr. Maithili Umate, associate professor attached to new learning disability centre started at J.J Hospital, said: "Since our centre is new, CBSE students have not yet approached us for a certificate. But we gave certificates to LD children from Maharashtra State Board and Mumbai University who never asked for signatures of RCI registered special educators. One can find RCI registered special educators or counsellors in our city, but it is difficult to get in other parts of Maharashtra."
