In a notice to affiliated schools, the Central Board of Secondary Education (CBSE) slammed the practice of withholding admit cards of Class X/XII students for the pre-board tests -- conducted by schools internally -- on the ground of students' poor performance. The board also warned schools to not charge students for the admit card of board exams.

The circular was issued to affiliated schools on February 23, stating that several instances of admit card not having been issued by schools have come to the notice of CBSE. The board has viewed this practice of withholding admit cards very seriously.

Rule 15 (Detaining of eligible candidates) of the CBSE examination bye-laws states, "In no case the heads of affiliated schools shall detain eligible candidates from appearing at the examinations." Schools have been asked to strictly abide by the rule. Prohibiting a student from appearing for practical or theory examinations in Class X/XII is a violation of this bye-law.

Deepshikha Srivastava, principal of Rajhans Vidyalaya School, Andheri, said, "I have heard of such incidents where some schools do not issue admit cards to students in order to get good results, but it has never happened in my school. Now the students' admit cards come online to us online."

Anubha Sahai, President of India Wide Parents Association, said, "We have always received such complaints where CBSE schools withhold students' admit cards because of issues related to the fees or the want of a good result in board exams. The CBSE has taken a good initiative with this circular."
