The Brihanmumbai Municipal Corporation chief Ajoy Mehta submitted his Kamala Mills inferno report to Chief Minister Devendra Fadnavis on Thursday, recommending departmental inquiry against 10 BMC officials including two assistant ward officers and a health officer.

After the death of 14 people in Kamala Mills fire incident, CM Fadnavis had ordered the BMC chief to conduct an inquiry under his leadership.

According to the report, five civic officials have been already suspended under BMC and MRTP Act over Kamla Mills fire incident. "The Kamala Mills fire incident is a failure of the various BMC agencies," says commissioner in his report.

"The licences of restaurants will be automatically cancelled if an establishment is found faltering in three inspections one after the other," says the report.

Mehta pointed out the cause of the fire was flying embers of hookah that were illegally served in Mojo's Bistro. "It has also covered its terrace illegally and used combustible materials for the constructions. Even, 1 Above restaurant had also covered its open area.," says the report.

The BMC chief has also recommended criminal action against architects of these two restaurants, interior decorators, facility manager and the restaurant owners. He also said, AHAR, an ubrella body of restaurants, should set up independent audit wings manned by experts and funded by themselves.

"One trained fire safety officer must be appointed by occupier or the owner of restaurant. This trained officer's contact number and details must be submitted to the chief fire officer," says the report.

BMC has also decided to allot a Unique Identity Number (UID) to the premises. It will be connected to all licences and permits issued by the licence department.

The BMC chief says in Kamala Mills, more than permissible limit of floor space index has been used. "We have to also check whether the IT policy of Maharashtra government has been misused. Government should give three more months to verify all these violations," said commissioner in his report.
