Even before a high-level committee starts a formal inquiry into the allegations of corruption and irregularities against IAS officer Radheshyam Mopalwar, the Mumbai police commissioner has expressed inability to commit services of additional commissioner of police Pravin Padwal as its member. The city police commissioner Datta Padsalgikar in its recent communication to the state government has shown his reluctance to spare Padwal due to his workload.

The government after an uproar in the legislature through its notification issued on August 29 had formed a three-member committee headed by former chief secretary Johny Joseph and Padwal and deputy commissioner Parag Manere as members to probe those charges and submit its report by September 30.

However, the committee, in the absence of Padwal, held its first informal meeting on September 13 after it received CD/audio clip from the state legislature in which Mopalwar was purportedly heard fixing a massive land deal. The committee's term of reference also includes whether the corruption charges are linked to his role as the vice chairman and managing director of Maharashtra State Road Development Corporation (MSRDC) which has been a nodal agency for the Rs 46,000 crore Mumbai Nagpur super communication expressway.

Besides, the committee will also probe Mopalwar's status with regard to Central Bureau of Investigation inquiry against multi crore stamp paper scams and his alleged connection.

An officer from the state general administration department told DNA, "It is true that the Mumbai police commissioner in his letter has said he won't be in a position to spare Padwal to be part of the committee," adding that, "The committee has been provided with necessary staff and resources and it has now started working. The government will now have to take a call to send a fresh request to the city police chief to make available another officer on the committee."
