BMC seeks private agency's help to fast-track buildings clearance

The Brihanmumbai Municipal Corporation (BMC) plans to appoint a private agency, solely for the purpose of fast-tracking building permissions.

The move forms part of the Modi government's plans to ease the way of doing business in India. A slew of labour reforms announced recently by prime minister Narendra Modi at the Centre is also part of the plan. At present, it takes the approval of more than 25 departments for a developer to complete a project.

BMC commissioner Sitaram Kunte confirmed the move, but said, "We will be able to disclose the details only after a meeting this week with state government officials." A senior BMC official said that a separate team of civic officials is likely to be formed exclusively for building clearances.

Who will comprise the new agency?
The agency will comprise business re-engineering and IT experts. It will help the BMC research and formulate ways to cut the huge amount of time it takes to grant building permissions to developers. This, in turn, will encourage business in the city,sources told dna.

So,when will the agency start work?
The proposal is currently awaiting the approval of additional municipal commissioner SVR Srinivas, before being sent to Kunte. Srinivas said that the business development department and the building proposal department will workout a format.

What sowed the seeds for such an idea?
A month ago, Kunte, in a meeting with senior civic officials, had announced that a new online process for single-window clearance will be formed. It was decided that the building proposal department would be the single-window that will be accountable for all NOCs.

What about ease of doing business index?
In a recent World Bank study on ease of doing business, India ranked 142. It is estimated that building permissions take about six months to come through."According to a World Bank report, to open a single warehouse, it takes more than 25 NOCs,which varies from factory to factory," an official said.
