Several portions of the coastal stretch between Napean Sea Road and Bhulabhai Desai Road have been encroached upon by different private organisations, without the knowledge of the BMC, Shiv Sena corporator Anil Singh alleged in the general body meeting on Wednesday.

"These are the plots which the BMC has not been able to take over in all these years," Singh said, adding that the BMC is not even aware of the encroachments. According to Singh, in a government regulation passed in 1980, the entire stretch, measuring around 60,000 square metre was handed over to BMC.

"While the BMC has developed some potions of the plot, several other were encroached upon by other private organisations, which constructed gardens on those plots for their private use," Singh said. He said that one such plot has been taken over by the Breach Candy club, without taking permissions from the BMC.

Sena corporator Kishori Pednekar seconded Singh by saying that many plots are taken over by carrying out just a change of user. It means that a plot may be reserved for a particular purpose, which is changed later, before its taken over.

Samajwadi Party corporator Rais Shaikh asked why the draft on open space policy, which was recently submitted by the BMC, is stuck. "Most Sena and BJP MLAs in the western suburbs have been opposing the policy for their vested interests. Hence, things have stalled since it was discussed in the last group leaders' meeting," said Shaikh.

Mayor Sunil Prabhu has ordered an inquiry into Singh's allegation.
