BMC 'officials' run extortion racket on Mankhurd-Vashi highway

After complaints of commuters being extorted by BMC 'clean-up marshals' on the Mankhurd-Vashi highway, DNA visited the spot and found five persons fleecing motorists.

If you have been fined Rs 200 by Brihanmumbai Municipal Corporation's (BMC) clean-up marshals on the Mankhurd-Vashi highway for littering, chances are you have been had.

A DNA investigation suggests that at least five persons are running a con, by way of posing as BMC officials and collecting fines.

This correspondent visited the site, where two persons posing as clean-up marshals – one of whom has been identified as Dinesh Avchar – demanded Rs 200. Upon refusing to pay, they threatened to jail this correspondent and called for help. One identified himself as Salim Khan, claiming to be from Tops Security Ltd, which provides clean-up marshals to the BMC.

Commuters confirmed the existence of the racket. "There is not even a single toilet on the long stretch and when I commute everyday on this stretch, I see people (relieving themselves) being harassed and money is extorted," said Santosh Kamble, a resident of Vashi.

A written complaint has been filed with Mankhurd police station in this regard and an enquiry has been initiated.

"We will conduct an enquiry and will probe if the persons involved in the incident are from BMC or not. It will be dealt strictly," said Shahji Umap, Deputy Commissioner, Zone 6.

Bharat Marathe, Deputy Municipal Commissioner or M East ward, said, "We will summon the contractor responsible for providing the clean up marshals and strictest action will be taken against them."

The clean-up marshals were appointed to keep city clean and instil good habits among people. However, the enforcers have been repeatedly found to be misusing their powers.
The marshals have been accused of extortion in the past, too. Unless civic body ensures strict monitoring, they will continue to do so.
