Even a month after Supreme Court’s extended sty on construction ban for a month the Brihanmumbai Municipal Corporation (BMC) hasn’t received a single building proposal till now. The main reason quoted is the new Development Control Regulation which will comes into effect very soon, most probably from October 23. It has suggested a slew of changes with regards to FSI and TDR which is forcing developers to employ a wait and watch policy.

The Bombay High court banned all new constructions in the city, except redevelopment and slum rehabilitation schemes in March 2016, sighting reason of mismanagement of solid waste.

Following the ban, Maharashtra Chamber of Housing Industry (MCHI) approached the Supreme Court for relief. On March 16, 2018, the Supreme Court granted a conditional relief (debris management) for six months and then extended it up to October 23, in the last month.

In first six months BMC has cleared 1,293 building proposals, mostly in western suburbs.  634 new building proposals were sanctioned in Western suburbs, 264 in eastern suburb and 384 in south Mumbai. The civic body had approved 94 per cent of proposals in the first four months. 1,216 proposals got approval by July 15. After that, the number of proposals came down due to delay in implementation of new DCR.
