BMC frames guidelines for more helipads in Mumbai

Mumbai is expected to have more helipads now because the Brihanmumbai Municipal Corporation (BMC) has framed a policy on it in its new development plan.

According to senior civic officials, so far there has been no policy for constructing helipads. "Whatever proposals we had sanctioned earlier were with special permission from the municipal commissioner. Now, we will have some guidelines in place that will be followed while approving helipad proposals," said an official.

As per the proposed guidelines, helipads will be allowed on terraces or cantilevered structures for private use. "The ministry of civil aviation and directorate general of civil aviation (DGCA) norms will also be considered while approving helipad proposals. The structure stability certificate of the building, where the helipad has been constructed, will be mandatory. Access for the helipad has to be provided from inside the building. The entry door to terrace, where the helipad has been proposed, should have fire resistance of a minimum of four hours," said the policy. Also, the helipad should have necessary provision for fire-fighting.

"Fuelling facilities can't be provided at helipads. If there is a cantilevered structure, distance between the structure and ground should be a minimum of 4.50 metres from the plot boundary. In case of emergency, unrestricted access needs to be provided," state the proposed guidelines.

Reliance honcho Mukesh Ambani has constructed a helipad atop his new residence on Altamount Road — Antilia — and at his old residence, Seawind building, in Colaba.

Senior civic officials said the proposed policy will help set up helipads in large numbers. "We are a developing country, a number of rich people stay here and they want to have their own private helipad for speedy movement. Besides, several hospitals too are asking for private helipads. If they construct them, dispensing medical aid will happen faster. It will also help during crisis and disasters. Helipad is the need of the hour for Mumbai," the official said.
