BMC chief Praveen Pardeshi piqued as depts sit on projects

Chides 3 depts for not ensuring timely delivery by builders

The BMC boss has pulled up three civic departments over delays in delivery by developers that hold civic contracts to raise and hand over accommodation and amenities for people affected by various development projects.

The builders were supposed to provide tenements for 1,329 project-affected people (PAP) and 45,519 sq m of built-up amenities such as hospitals and schools.

In a strongly worded circular issued on August 28, Municipal Commissioner Praveen Pardeshi expressed his disgruntlement with the "lethargic" attitude of the development plan (DP), building proposal (BP) and estate departments.

He directed all deputy chief engineers from DP and BP divisions to personally maintain digital logs of all schemes in the pipeline related to the PAP and other facilities that are due to the civic authority. They have been asked to hold weekly meetings with the developers concerned to expedite the handover.

The developers in question include Arihant Infrastructure, Best Builders, Falak Developers, PSK Developers, JK Enterprises, Suraj Estate Developers, Crystal Developers, Kanti Builders and Harshal Enterprises.

"Though some amenities were due long back, due to lethargic attitude from the DP and estate departments, for frivolous reasons, the water supply was not connected, or occupational certificate of completed buildings and reservations have been in the possession of developers for years," Pardeshi remarked.

He further directed the chief engineer (vigilance) to conduct an enquiry against all deputy chief engineers during whose tenure possession of the facilities was not taken despite completion.

The housing units and hospitals, under inclusive housing and reserve policies, were to be built or handed over between 1995 and 2019.

"An exemplary punishment including stopping of increment of the concerned deputy chief engineer should be imposed for delay in getting the accommodating reservations completed and taking possession,'' said the BMC chief, who had reviewed the proposals.

In cases of over three months of delay on record, the chief engineer (vigilance) has to conduct an enquiry and name the estate officials responsible for the laxity.

DNA tried to reach Pardeshi for a comment but he was not reachable. A BMC spokesperson confirmed that the commissioner issued the circular on Wednesday.

The civic chief also asked assistant commissioners to visit the sites of PAP tenements, markets, hospitals and open spaces in their jurisdiction and take them over for the BMC.

The senior officers will now have to make a plan for road widening, removal of encroachments from stormwater drains, and takeover of the units from the developers to be handed over to the PAP.

Pardeshi has also asked the chief engineer (DP) to hold a monthly review with all deputy chief engineers.

"This should be the most important point to evaluate their capacity and measure their yearly confidential reports. Similarly, the chief engineer (DP) should propose action against deputy chief engineers who have failed to get the accommodating reservations completed and taking possession in time,'' he noted.

Finally, the joint municipal commissioner (vigilance) has been asked to coordinate with information technology experts and create a database on all permissions, date of completion, date of taking possession and so on. The municipal commissioner will hold a monthly review of the cases.
