BMC budget to give impetus to infra and energy

The Brihanmumbai Municipal Corporation's (BMC) 2019-20 annual budget proposes to give the much-needed push for the maximum city's infrastructure projects, sewage treatment plants (STPs) and improve the quality of roads.

According to BMC sources, the 2019-20 annual budget would be presented before February 1. "Apart from infrastructure development, flood control measures are being undertaken by micro planning. Also, instead of taking up any new projects, existing storm water disposal system will be upgraded, revamped and enhanced at around 200-odd flood prone spots,'' the source said. The information technology (IT) projects will also receive a mega push whereby more and more services will be made available online, in addition to the existing 23 services. The solid waste management initiative will be made IT-enabled.

Mumbaikars can expect a big push to the construction of the ambitious coastal road project, Goregaon-Mulund Link Road (GMLR), waste to energy projects and upgradation of storm water disposal systems among other things.
Sources said the civic body will present ''realistic'' budget in the range of Rs 25,000 to Rs 30,000 crore. In 2018-19, BMC had presented the Rs 27,258 crore budget.

''However, resource mobilisation is a matter of concern. BMC expects reduction in revenue due to less registration of building proposals to Rs 3,500 crore compared to Rs 5,000 crore in 2017-18. Several realty players had preferred to wait till the implementation of Development Control and Promotion Regulation 2034.

But the registration is expected to pick up as DCPR 2034 came into effect from November 13, 2018,'' sources said.

Furthermore, BMC will have to bear additional financial burden due to the implementation of the 7th Pay Commission report. ''The actual impact will be known after the assessment. Prima facie there will be 20 per cent rise in wage bill. The BMC will remove loopholes so that there will be surge in property tax. Sources said BMC will tighten up belts and explore more avenues to mop up additional revenue in 2019-20.

The BMC continues to be the India's richest municipal corporation, with reserves of over Rs 69,885 crore which has been built by the savings and surplus garnered over the years.
