Three days after Altaf Mansion on Cadell Road in Mahim came down, the Brihanmumbai Municipal Corporation (BMC) on Thursday requested the local police to commission an investigation into the matter. Civic authorities also said that the police should have, on a suo moto basis, filed a first information report (FIR) in this regard.

The local G-north ward office sent a letter to the police seeking a probe into the incident which claimed 10 lives. “We have requested the police to start their investigation. As our reports are yet to be compiled and reasons why the structure came down haven’t been ascertained, the probe can be conducted against unknown people,” additional municipal commissioner Mohan Adtani said.

He added that considering the loss to life in the incident, the police should have had taken cognisance of the same and filed a complaint.

The corporation also said that it has served notices demanding an explanation from the architect concerned, VP Parekh and Associates, and reinforced cement concrete (RCC) consultant NM Karanjawala. The report ascertaining whether modifications beyond building plans were made to the structure will be finalised in three days, Adtani said.

Also, the lab testing of exposed material of the building will be filed within two weeks.

“Only then can we approach the police, fully aware of who among the developer, architect and RCC consultant is responsible for the incident; then a complaint can be lodged against the guilty,” the official said.

Meanwhile, the civic body said it will begin with the demolition of the remaining portion of the ground-plus-five-storey building from Saturday, which will cost Rs12.5 lakh. “We can’t keep the remaining portion as it is for it may endanger neighbouring structures. We will appoint Mihir Barot agency for the work,” Adtani said.

The BMC, however, clarified that there is no provision for providing shelter to those who survived the collapse.

Waiting for proof

The report ascertaining whether modifications beyond building plans were made to the ground-plus-five-storey structure will be finalised in three days.

The lab testing of exposed material of the building will be filed within two weeks.
