Bldg proposal dept hits 40% target in 5 months

In the Budget 2017-18, the civic body had estimated around Rs 3,900 crore in revenue from this department

The Brihanmumbai Municipal Corporation's (BMC) realistic budget and Real Estate Regulatory Authority (RERA) Act helped the civic body to achieve around 40 per cent of the estimated revenue from its building proposals department in less than five months. In the Budget 2017-18, the civic body had estimated around Rs 3,900 crore in revenue from this department.

However, till August 24, 2017, the department has already earned around Rs 1,614 crore. Interestingly, the civic body has already issued 20 per cent more occupancy certificates (OC) so far as against last year.

While presenting the Budget 2017-18, civic chief Ajoy Mehta had said that administration had prepared a realistic budget. And, this was seen in the proposed estimated revenue for the building proposal department, where the civic administration had set a revenue target of Rs 3,997 crore for the current fiscal.

In 2016-17, the BMC had set a revenue target of Rs 5,348 crore, and it had achieved around Rs 3,939 or 74 per cent. The BMC had presented Rs 25,141 crore budget for the financial year 2017-18, around 32 per cent less than 2016-17, which was Rs 37,052 crore.

According to an official from the building proposal department, the revenue target was brought down corresponding to the proposed budget.

During this fiscal, the Department has already received 80 percent more applications for various works from intent of disapproval (IOD) to occupancy certificate as against last year. "Till August 24, the department has already received 7,883 applications for concession, IOD, first CC, OC and BCC while in 2016-17, we had received a total 4,364 application," said a senior official from the department.

The rise in applications is seen as a RERA-effect as the civic building proposal department has already issued 62 Ocs, while in 2016-17, it had issued a total of 51 OC. However, the number of rejection of various applications is also higher this fiscal. Since April 2017, the department has rejected around 1,522 applications, around 19 per cent of the total applications it received.
