Bid winner for Haseena Parkar's flat tenders 25% money in time

The bid winner of Haseena Parkar's flat located at Nagpada's Gordon Hall building paid 25 per cent of the bid amount to government authorities within the stipulated time frame. However, the instance stands in contrast to a previous occurrence. Underworld don Dawood Ibrahim's property was auctioned in 2015-16 and the winner had failed to deposit the mandatory 25 per cent of the bid amount in time; the person lost the bid.

Parkar's flat was auctioned on April 1 and was won by an undisclosed owner. According to the legal clause, the bid winner has to deposit 25 per cent of the amount with government authorities within 30 working days. This time, the bidder fulfilled the clause. In case of Ibrahim's property that was auctioned in December 2015, the government had to organise a re-auction after the original winner lost. The original winner in the December 2015 auction was to deposit 25 per cent of his original bid amount of Rs 4.28 crore within next 30-days (January 2016). The bid was for a restaurant named Raunak Afroze. Later, the same restaurant had to be auctioned again in 2017, and this time, it was won by SBUT trust which bade Rs 4.53 crore.

Parkar's flat with an area of 600 square feet and a base price of Rs 1.69 crore, was auctioned at Rs 1.80 crore. The auction was carried out by the Ministry of Finance under the Smuggling and Foreign Exchange Manipulators (Forfeiture of Property Act) (SAFEMA). The auction was held at the Yashwantrao Chavan Pratishthan Hall.

There were two bidders — Advocate Bhupendra Kumar Bhardwaj from Delhi and a city-based man whose identity was not disclosed.

At the public auction, Bharadwaj bade Rs 1.70 crore for the apartment. However, in the tender bid, the city-based bidder had quoted Rs 1.80 crore for the apartment. Thus, he was declared as the winner of the bid.

When contacted, the officials at SAFEMA confirmed the developments. One of the officials said, "He (the winner) has paid the 25 per cent amount within the time frame."

Bharadwaj on the other hand has been demanding that the name of the winner be made public, and is asking the reason why his name is being kept a secret.
