BDD chawl redvpt tender rejected due to technical glitch

It went to court and now the tender is being retrieved from the website so that their proposal can be accepted

In a highly unusual instance of a government authority having to retrieve a failed tender that was not accepted because of technical glitches, MHADA has had to do so for a tender by SD Corporation for BDD chawl redevelopment. SD Corporation had alleged that because of technical glitches, its tender was not accepted at the final stage. It went to court and now the tender is being retrieved from the website so that their proposal can be accepted. It will be the fourth successful bidder for BDD Chawl redevelopment now.

SD Corporation (Shapoorji Pallonji and Dilip Thacker Group Venture) had approached Bombay High Court asking to let them register their bid for redevelopment of nearly 122 BDD chawl porjects in Worli. Maharashtra Housing and Area Development Authority (MHADA) had already finalised three bids for the Bombay Development Directorate (BDD) Chawl redevelopment project at Worli. The fourth bidder, SD Corporation, will now be added after the court allowed it. The developer had approached the court seeking approval for registering his bid. Officials from MHADA said this may further delay the process.

According to sources at MHADA, SD Corporation had finished the first few steps in the online bidding process, however, couldn't apply for the bid before the given deadline due to a technical issue. MHADA had extended the deadline twice and in the month of July there was a 10-day extension as well.

Amit Thacker of SD Corporation, when contacted said, "We had approached the court and last week, the court allowed for our tender to be retrieved and accepted. I cannot discuss it further as I am yet to read the order."

Meanwhile, MHADA officials confirming the same have said they have asked the portal that handles tenders to retrieve the data related to SD Corporation's tender. When contacted, Subhash Lakhe, chief officer of Mumbai board, MHADA, said, "We are following the order of the high court and SD Corporation's tender will be part of the process. I cannot comment more, because I don't have the order."

Currently, experts are scrutinising the technical bids of three already accepted bids in order to select a suitable design for the project. The technical bids involve the entire plan for construction and the structural design of the project.

The three consortiums that were finalised earlier include Arabian Construction along with SAL Holding and ACC India, the second consortium includes Capital Infra Project along with Tata Project and Citic Constructions and the third consortium comprises of China Construction engineering Corporation along with IL&FS.

The state government, has set its eyes on the redevelopment of BDD chawls and has been behind MHADA to quicken the process. This has been one of the projects that both Sena and BJP want done so that they can benefit with it in the forthcoming elections.
