The Bombay high court on Thursday issued show-cause notices of contempt of court to BJP leader Ashish Shelar, MNS chief Raj Thackeray and MNS leader Bala Nandgaonkar for putting up illegal posters and banners despite giving an undertaking to the court that they would not do it.

The court has sought their replies by May 7 on why they should be spared from action for violating the undertaking submitted to the court.

A division bench of justices Abhay Oka and AK Menon issued the notice after they were shown several pictures of illegal posters being put up in several locations in Worli, Dadar and Prabhadevi. One of the posters was of the state women and child welfare department.

The court has, thus, also issued a notice to the department's principal secretary, asking for an explanation as to how the poster came to be installed.

The court also said corporation officials were obliged to remove the posters, and their excuse that they find it difficult to remove them because they belong to political parties was not acceptable. The court said that when the officers found any obstruction, they could approach the court, and police have already been directed to provide the necessary bandobast for assisting them.

The court gave the directions while hearing a batch of PILs alleging that police and civic authorities were not taking action against political parties for putting up illegal hoardings in public places, defacing them.

In August 2014, the HC had ordered the appointment of nodal agencies to check this practice and also asked major political parties, including Congress, Shiv Sena, BJP and MNS, to give written undertakings assuring that they would not put up hoardings in the state without due permission.
