Any person can now open a school, says state edu dept

The state education department had submitted a proposal for allowing any individual to open a school in the state, revealed a source in the department. The suggestion was a part of a detailed plan which was submitted to the government recently.

The Cabinet on August 23, Wednesday, approved a part of the proposal allowing Section 8 of the Companies Act, 2013, to open schools in the state. Section 8 companies are those which are established for promoting commerce, art, science, sports, education, research, social welfare, religion, charity, protection of the environment or any such other object.

"The department had proposed to allow any individual to open a school in this state. This would help create better competition thus improving the quality of schools," confirmed an official source in the state education department. The Cabinet decision would lead to three major amendments in the existing rules for self-financed schools. First, the company can apply at any time and would not have to wait until May 31 to apply. Second, the requirement of minimum 1-acre land to open a school is now relaxed to 500 square metres. And third, any company as per the Act can open a school without the requirement of having a trust.

The move is, however, being opposed by education activists. "By allowing private companies to open schools, the government wants to make education more expensive and less accessible. The same parameters of outcomes cannot be used for a big and a small school," said Ghanashyam Sonar, convenor of Samaan Shikshan Mulbhut Adhikar Samiti.
