Amend secondary school code: Child rights commission to Maharashtra government

In its recent order, Maharashtra State Commission for Protection of Child Rights (MSCPCR) recommended the state government to make changes in the secondary school (SS) code, which states that a student can be expelled if s/he fails twice in the same year. The recommendation was done based on a case in 2014, where a child with a learning disability was expelled after failing twice in grade IX. However, the Right to Education Act says that children with disabilities should have a free and compulsory education till the age of 18 years.
