The Mumbai Heritage and Conservation Committee (MHCC) has put on hold the Brihanmumbai Municipal Corporation's (BMC) proposal erecting the Akhand Jyot (burner flame) at late Balasaheb Thackeray's memorial Smrutisthal at Shivaji Park in Dadar.

V Ranganathan, chairman of MHCC, told dna that they had received the proposal from the corporation but are awaiting more details. "The proposal is incomplete. We wanted to know what sort of materials, they are going to use for the Akhand Jyot, size of fencing and structure etc. Once we get these details, we will examine the proposal," said Ranganathan.

The Smrutisthal is located at Shivaji Park, which is designated as a recreation ground/playground. This said park is proposed to be listed as a Grade I heritage site in the state government notification. "On RG/PG, the permanent structure or cement concrete construction is not allowed. Earlier, we had permitted the BMC to develop the memorial because they wanted to do only landscaping without any construction. And, it was open to the sky.

Now, we have to check whether to protect the burner flame they have proposed with any enclosure. If there is a concrete wall construction involved, then it will not be allowed. After studying all these details, we will approve the proposal in the next meeting," said a heritage committee member. He further said that in many cases they had not allowed any construction at the site.

Sources in the BMC told dna that the civic body has planned to construct a compound wall cladded with stones to cover up the burner flame at Smrutisthal.

Moreover, chief minister Devendra Fadnavis has set up a high-level seven-member committee headed by chief secretary Swadheen Kashtriya to set up late Bal Thackeray's grand memorial in the city. The committee members include additional chief secretary of the general administration department, urban development secretaries, BMC commissioner Sitaram Kunte, police commissioner Rakesh Maria and Konkan divisional commissioner Radheshyam Mopalwar.
