Following the Kharghar incident where a nine-month-old baby was assaulted in a daycare centre, the Navi Mumbai police have instructed all day care centres, old age homes and ladies hostels to install CCTV cameras and provide live feed to parents and guardians. So far, a total 183 such centres have registered with police to equip the facility in the next three months time.

Police commissioner Hemant Nagrale informed that a total of 132 day care centres have registered with the police after the incident. In addition, 16 old-age homes, 18 hostels and 17 ladies hostels have also registered with the law enforcement agency since then. “We have asked all such centres to register with police and provide all details like working hours, number of staffs and functioning area,” said Nagrale.

He added, “As the matter is related to safety of children, we took the issue seriously. After the Kharghar incident, we conveyed a message that such incidents in future will not be tolerated and registration has been made mandatory. So far 53 centres in city zone 1 and 79 centres in zone 2 have come forward and registered with the police.”

“A senior citizen was reportedly assaulted in an old age home in Thane sometime back. Therefore we have asked the owners of such old age homes as well as hostels to get registered themselves with us,” he said.

The police had earlier given a few guidelines to be followed by the daycare centres and hostels. Nagrale said, “We have given them a timeframe of 90 days for implementing the guidelines. Our officials will visit their premises after that to check if they flouting any norms. If we find anyone doing so, punitive measures will be taken against them.”

Following the Kharghar incident, the Navi Mumbai police have issued a notification to all the daycare centres in the city under section 144 of the Criminal Procedure Code. They have mentioned four rules to be followed by the centres.

1) The owners will have to conduct an antecedent verification of the helps and other employees at the time of hiring.
2) They will have to install CCTV cameras while starting the centre.
3) The owner will have to review the footage of the CCTV cameras every 24 hours to check if some untoward incidents took place on the premises.
4) The CCTV cameras should be IP based and enable live feed to parents to ensure safety of children. (The police, however, agree that to implement this may take some time).
