Accept fines, don’t tow cars: Mumbai Jt CP

In a bid to avoid friction between motorists and traffic police, Joint Commissioner of Police (Traffic) Amitesh Kumar instructed his men to follow new orders while towing vehicles parked in No Parking zones.

The instructions, part of a circular issued by the Jt CP, come in the wake of a controversy after a video of a car with a mother and her baby inside in Malad went viral earlier this month. The circular also orders the deployment of police personnel above the rank of assistant sub-inspector, to all towing vans and equip them with e-challan machines and walkie-talkies.

"This is an internal circular to set up standard operating procedure and remove ambiguity during procedure. We have issued the circular to avoid conflict between policemen and motorists," Kumar said.

He also instructed them to avoid being rude with motorists and allow them to pay fines on the spot via e-challan without towing the vehicle.

The circular, which has been issued to the deputy commissioner of police, assistant commissioner of police and all the senior police inspectors of all the traffic divisions in Mumbai, states that,"While or after towing the vehicle, if the owner/driver approaches the police and asks them to release the vehicle instead of taking it to traffic police chowki, then the vehicle should be released and the matter should be settled after issuing an e-challan and collecting the fine online."

Also, if the owner reaches the vehicle which parked in a no-parking zone before towing the vehicle, then only a fine of no-parking should be collected from the offender. No towing charges should be imposed. It also states that a vehicle cannot be towed if a person is found sitting inside.

The circular also states the traffic policemen should follow all the guidelines while towing vehicles parked in the no-parking zone such as making announcements before towing vehicles, and if no one responds only then should the vehicle be towed.
