70% BMC schools have no headmasters

How come one can expect a ship to sail without its captain? But it can happen in Brihanmumbai Municipal Corpration (BMC) schools. Approximately 70% of BMC schools are functioning without headmasters for last couple of years. The lackadaisical attitude of civic administration is depriving students of quality education.

There are 143 civic schools of which 105 have no headmasters. Several teachers associations have taken up the issue, but to no avail.

One of the senior officials from civic education department on the condition of anonymity said, "It is a well-planned move of the civic administration not to appoints headmasters as they can save good amount of money. They are least bothered about the future of students. The funds are being diverted to other departments. Even top bosses are aware of it but every one is turning a blind eye to the problem.

The role of a headmaster is very important in functioning of the school. It is the headmaster who has to ensure that the entire school functions smoothly. The headmaster's word is final in all disputes at the school level, whether it is with students, parents, or teachers. Last but not least, the headmaster is also responsible for the security of the school.

Prakash Devdas, president of BMC Karmachari Mahasangh said, "The BMC has stopped the recruitment of headmasters from 2000. But thereafter they commenced appointing of headmasters from 2009, but at a snail's pace. Currently, senior teachers are doubling up as headmasters. They should be promoted immediately We have decided to take up this issue with education minister Vinod Tawde."

Vinod Shelar, chairman of civic education committee, said "I have asked officials concerned to look into the matter. We will take action as soon as we get necessary data and information".

Shambhavi Jogi, education officer, BMC was not available despite several calls and did not respond to text message of this correspondent.
