17 firms keen on BDD chawl redevelopment

Developers are expected to submit their final bids by February 13

As many as 17 developers or construction firms have shown interest in the pre-bid meetings for the ambitious 292-acre BDD chawl redevelopment project at NM Joshi Marg and Naigaon.

According to a senior Mhada official, some of the interested firms include L&T, Shapoorji Pallonji, Shirke Construction, GSK, SCC and Vascon Engineers. “This is a major redevelopment project in South Mumbai that will change the face of Mumbai. We are happy with the response from the construction firms. We are sure that more firms will participate in the final bidding process. We have floated a global tender,” the official said, requesting anonymity.

According to the official, pre-bidding meetings were held on January 12 and January 25. “Most of them had doubts and queries, which we cleared in the pre-bid meeting. They have to follow central vigilance guidelines while submitting and executing the project. The bidder has to complete the project in the next seven years,” the official added.

The official said that the developers or construction firms will only have to take care of the construction.  

“The rest of the work will be undertaken by the government. They have to calculate and submit their bids. These firms will submit their final bids by February 13. We may have to extend the deadline by at least 10 days to ensure more construction firms get enough time to submit their studied proposals. We will submit the lowest bidder list to the state government, and it will then take a final call,” he said. The century-old chawls are spread across 292 acres in Sewri, NM Joshi Marg, Worli and Naigaum in South Mumbai. Mhada recently received the environment clearance certificate from the State Expert Appraisal Committee (SEAC) constituted by the Union Ministry of Environment, Forest, and Climate Change (MoEFCC). The SEAC is headed by retired IAS officer Johny Joseph.  

The state government has allocated an floor space index (FSI) of four, and tenants of these chawls will get 500 sq ft carpet area against the current area of 160-180 sq ft. On December 28, Mhada floated a tender for the redevelopment of 5,15,872.85 sq ft area at NM Joshi and 6,68,202.48 sq ft at Naigaon BBD chawl where 2,560 and 3,344 existing tenants will be rehabilitated respectively.

“We will generate 1,200 housing units comprising 2BHKs and 3BHKs for sale. These houses will be sold through the lottery system by the Mhada. Meanwhile, the tenants of the BDD chawls will be shifted to the government transit camps in South Mumbai. Once the first phase of the buildings are ready, residents will be relocated to the developed premises,” a senior Mhada official said.
