15 navy recruits submit bogus caste certificates, sacked

The Indian Navy has sacked 15 recruits and filed a case against them with the Colaba police for submitting bogus caste certificates to secure jobs. The police suspect the role of a former navy official behind the fraud.

The 15 recruits – Rajesh Hamak, Ram Nishandar, Chandrakant Patil, Suresh Patil, Yashwant Bhagat, Pramod Shama, Bharat Koli, Manoj Dodkulkar, Nityanand Roge, Uddesh Maaku, Mahesh Naakwa, Dhananjay Thokji, Naresh Koli, Aatish Bhunu and Chandrakant Kaple – were hired for the posts of Lashkar OD, assistant firemen and tindal of Lashkar. Naval Dockyard in 2006 and 2008 issued advertisements in newspapers inviting applicants for these posts. While 10 candidates were selected for the post of Lashkar OD, four were hired as assistant fireman and one as tindal of Lashkar.

The police said the complainant in the case, Kalyan resident Nivrutti Mahure, 58, has been working as a personnel manager with the navy since 2004. Mahure's work profile includes looking at promotions, postings, transfers and salary issues of employees.

"The recruited candidates who belonged to the Mahadev Koli Samaj submitted their caste certificates to the verification committee office in Konkan division, Thane, in September 2010," said Padmakar Juikar, assistant police commissioner, Colaba division.

The verification office informed the navy that they did not issue these certificates and that they were bogus. "The navy then issued show cause notices to the candidates, asking them to explain why bogus certificates were submitted. However, the candidates could not give satisfactory replies and therefore, they were removed from service," Juikar said.

Another officer from the Colaba police station told dna that the men claim a former navy official lured them. "He promised them caste certificates in quick time and took Rs5,000 in cash for each certificate," the officer said.

On March 25, the police registered a case under sections 420 (cheating), 465 (forgery), 467 (forgery of record of court or of public register, etc), 471 (using as genuine a forged document) and 34 (common intention) of the Indian Penal Code against the 15 men.
